Background
The Governments of India and Norway have entered into a partnership to work together toward the
attainment of the Millennium Development Goal 4 (MDG 4) that aims to reduce child mortality worldwide.
The objective of Norway–India Partnership Initiative (NIPI) is to provide catalytic support that would make a strategic and sustainable difference to the rapid scaling up of quality child health services under the National Rural Health Mission (NRHM) in five states that contribute the highest number of child deaths, namely, Bihar, Madhya Pradesh, Orissa, Rajasthan and Uttar Pradesh. All activities undertaken under NIPI shall be directed towards fulfilling the goals and objectives of NRHM.
NIPI Secretariat led by the Director is hosted by the United Nations Office for Project Services (UNOPS).
One of the main tasks of the NIPI Secretariat is to report to the Joint Steering Committee (JSC) and donor, the Royal Norwegian Embassy (RNE), the status of the NIPI interventions. The NIPI partnership brings UNOPS LFA, UNICEF, WHO and the State Health Societies of the NIPI focus States together in a range of interventions which have now been implemented across 4 States.
The partnership is governed by the JSC chaired by the Secretary, Ministry of Health & Family Welfare. The JSC normally meets twice a year to decide on the strategic direction and funding of the NIPI interventions that should be supported by the partnership. The fee is payable against agreed outputs.
Duties and Responsibilities The NIPI Health Economist will, in conjunction with Secretariat staff, evaluate specific interventions undertaken by implementing partners in terms of their cost effectiveness against intended outcomes as defined by the Joint Steering Committee (JSC) and programme document. As many NIPI funded interventions have been operationalsied already for 2-3 years, government needs to assess the efficacy of such activities, their added value to improving infant and maternal health relating to MDGs 4&5, and the financial implications of upscaling or otherwise.

The Health Economist would leverage NIPI partnerships already in place at National, State and District level to conduct cost effectiveness analyses of major interventions such as IMNCI, SCNUs, HBPNC, Trainings, Routine Immunization and Yashodas.
Once raw data is gathered the Health Economist will generate high quality evidence based evaluation reports, linking results directly to intended NIPI programme outcomes.
The Health Economist shall utilise exisiting data sources, including baseline studies, Programme Data and supplemental data collection through HMIS. S/he will contribute to advocacy efforts to diseminate results of their analysis for the benefit of programme stakeholders for the purpose of subsequent strategic program decision making.

The aims are:
1. To solicit relevant data with the intention of asessing the wider cost benefit for any given NIPI funded intervention.
2. Develop a cost package for a combination of specific NIPI Programme interventions.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Required Selection Criteria
Competencies

• Takes advice from NIPI Secretariat staff on which interventions to assess and take approval on the most appropriate methodology to adopt.
• Conducts desk reviews and assessment of exisiting financial data accessible to NIPI using current reporting mechanisms, in consultation with NIPI Secretariat staff.
• Liases with Government counterparts through NIPI Secretariat staff on Government priorities for cost effectiveness analyses.
• Works closely with Operations Associate on cost effectiveness analysis and shares programme results.
• Develops evaluation reports in consultation with the M&E Advisor and shares the reports with NIPI programme stakeholders.
• Performs other tasks as assigned by the NIPI Secretariat Director.
• Inception report outlining the scope of works to be undertaken and highlighting any differences to the anticiapted approach as defined in the ToR.
• Draft report for cost effectiveness analyses of specific NIPI Programme interventions in consultation with NIPI Programme partners.
• Final report on completion of assignment outlining major findings and recommendations.

Education/Experience/Language
• Minimum Masters degree in Public Health, social sciences or similar field; Ph.D. or other advanced degree strongly preferred
• Degree/Diploma in Health Economics preferred.
• At least five years of public health related work experience, preferably on health expenditures.
• Understanding of financial data in relation to outputs/outcomes of any development programme required.
• Experience of working in the public health system in India essential.
• Knowledge of NRHM, RCH-II and ICDS program implementation required.
• Excellent verbal and writing skills in both English and Hindi.
